OPHIR and ASSOCIATE CONSULTANTS INC. (OAC) provides efficient and effective Finance & Project Management services meeting or exceeding the expectations of our Clients while satisfying the needs and interests of shareholders and staff.
THE COMPANY
OAC is a Financial & Project Construction Management and Professional service provider. It is a duly registered company with the Securities and Exchange Commission (SEC) Reg. No. 2024020138248-06 engages and assists credit- worthy lenders and project owners borrow money for their viable projects thru LOCAL AND FOREIGN FUNDING.
OAC is a direct representative and authorized Mandated Loan Arranger facilitating a selected consortium of private group investors, and multilateral lenders involving export credit agencies in Europe.

OAC to manage its project life cycle - Plant design and implementation/ Engineering Procurement Construction (EPC)
We manage the various phases of the project. Depending upon the project requirements, we establish the procedure for the appointment of a Consultant Engineering Firm to manage and monitor the project progress milestone.
PLANNING & QUALITY
The Project Schedule aimed at meeting predetermined milestones through the allocation of adequate resources to finalize activities in time. We complete the execution plan during the set-up and mobilization phase, ready to guide the project at implementation kick-off.
Quality is to be applied for the entire project life-cycle, project conceptualization, engineering, procurement, construction, commissioning, handover, operation support, financial management - during project ROI. Quality shall be applied with indicators that possess qualitative measures that provide insight into the quality of the project management, team, and stakeholder engagement.
Engineering shall spend a lot of effort on front end loading activities, planning in particular, to increase the probability of project success.

OAC MANAGEMENT
Rinocen L. Canoy ChE. - General Manager with 40 years of experience in chemical engineering which covers Project Management. Quality Management System (QMS) and Environment. Health, Safety Management System (EHSMS) – lead-develop and set up QMS and EHSMS in a manufacturing facility, from the section-to-departmental level procedure. Consultancy Work. Production Management. Manufacturing of pre-insulated thermal piping system for chilled and hot water application including Steel surface blasting and coating; Steel fabrication and welding, Techno-Commercial Management. Capable of setting up staffing and managing the operations for a complete Project Management in Manufacturing & Industrial Facilities, and the ongoing Project Fund Financial Consultancy, geographical worked locations Philippines, Saudi Arabia, and United Arab Emirates.
Manuel M. Surla - Technical Manager with more than 30 years of experience in the Electrical field. As a graduate of Electrical Engineering and board passer in 1981, his work has ranged from supervision, design and consultancy mostly related to high rise construction and a few industrial projects. In the Philippines, most of the work involved supervision and project scheduling. In Saudi Arabia, work included maintenance management and supervision of government owned infrastructures by an American company for more than 3 years. In the United Arab Emirates, most of the projects involved high rise buildings which covered design and consultancy for 4 years. And the last American company was involved in city planning and consultancy for 16 years in Abu Dhabi, UAE. At present the subject is involved in running a family owned Water Laboratory (Hydro-lab Company) business engaged in potable water testing since the year 2013.
Jesus Tomas G. Valencia - Operation’s Manager with more than 40 years of experience in civil & structural engineering design, operations/engineering design management consultancy in the oil & gas sector upstream-downstream, industrial project, hydropower plant, capable of setting-up an engineering consultancy office, staffing of multi-discipline engineers, worked in geographical locations Philippines, Saudi Arabia, United Arab Emirates, Negara Brunei Darussalam and Malaysia.
Romulo O. Mabutol - Administration Manager with more than 40 years of experience in Banking, Research Planning & Development. Overseas Marketing Director of Holding companies. Consultant, Business management. Executive Vice-President/ COO in a Financial Consultancy firm, geographical worked locations Philippines, and Saudi Arabia
Lourd Dennis M. Canoy - Treasurer/IT Manager with skills in Strategic Planning and Leadership. Project Management. IT Infrastructure Management. IT Governance and Compliance, Vendor Management. Team Building and Mentoring & Project Budgeting and Cost Control with experience for more than 17 years of experience in Developing and executing IT strategies aligned with business goals. Design, implementation, and maintenance of company-wide IT infrastructure, ensuring scalability, reliability, and security. Managed IT projects from initiation to completion, including budgeting, resource allocation, and risk management. Developed and enforced IT policies and procedures to ensure compliance with industry regulations and standards. Collaborated with cross- functional teams to identify and address technology needs and opportunities for process improvement. Provided strategic guidance to senior management on emerging technologies and their potential impact on business operations, geographical worked location is the Philippines and the United Arab Emirates UAE.
Multi-discipline - OAC Engineers, Senior Engineers Project Managers & Project Engineers to be assigned to carry out project construction engineering, quantity survey, project management, QA/QC team are in association with OAC Project Management, project development & implementation.
OAC overview scope of work & responsibilities for the project:
- EPC project development, the Company will be responsible for carrying out the overall project & finance management to ensure all of the above are executed according to the target schedule.
- Releasing of funds during EPC execution shall be as per the progress target schedule with the documentation of the 3rd Party: Cost and Commercial Management.
- A Monthly Progress Report shall be produced & Meetings must be carried out to determine the health of the project during EPC stages.
- During Plant Operations monthly production/ sales report shall be produced to determine its revenue monthly, and followed by a monthly meeting to discuss, agree on the report to be signed finally by operations, proponent’s project & finance management. Any corrective actions shall be done to ensure meeting target sales.
- Thereafter 12 months the closing of the yearly account to ensure ROI for the loan repayment to the Financier. Health of the project during EPC stages.
- During Plant Operations monthly production/sales report shall be produced to determine its revenue monthly, and followed by a monthly meeting to discuss, agree with the report to be signed finally by operations, proponent’s, project & finance management. Any corrective actions shall be done to ensure meeting target sales.
- Thereafter 12 months, the closing of the yearly account to ensure ROI for the loan repayment to Financier.

Project Management & Finance Management
Scope of Work Project EPCC - must be accomplished through EPCC to have its joint coordination & execution of every scope of work:
The EPC implementation must be carried out by EPCC contractors in all phases, and the company, OPHIR and ASSOCIATES CONSULTANTS, Inc. (OAC) management will take place and will work with the Consultant third-party services Quantity Survey (QS) & Project Management, this is to ensure project cost against project scope is correct & EPCC meets project requirement & value. The engineering design BOQ needs to determine material costs.

The project life-cycle, project conceptualization, engineering, procurement, construction, commissioning, and handover.
Engineering (Conceptual & Detail Design): To monitor engineering design is the process of devising a system, component, or process to meet desired needs. It is a decision-making process (often iterative), in which the basic science and mathematics and engineering sciences are applied to convert resources optimally to meet a stated objective.
Procurement: To monitor Procurement engineering is a field of study that helps organizations acquire the best possible products and services at the lowest possible cost. It guides how to identify and evaluate potential suppliers, choose the most cost-effective solutions, and negotiate contracts.
Construction: To monitor construction quality is the degree to which a construction process produces a product that meets the expectations of its users. Construction quality can be evaluated by several methods, including cost, time, and safety.
Commissioning: To manage & monitor the primary goal of commissioning is to ensure a building and its systems meet the owner's project requirements. This include but is not limited to, the following commissioning goals: To deliver a building or facility that performs according to its design intent and meets the owner's project requirements
Project Handover: To issue as follows to the project owner are, Keys, fobs and transmitter controls for the development. The health and safety manual, Operations Manual, etc.
